Suraj Ray is a legal practitioner, governance researcher, and policy analyst with extensive expertise spanning sub-national governance, constitutional law, digital rights, and corporate legal advisory. 

Mr. Suraj has a proven track record of managing and executing high-level policy and governance research under major international development initiatives at The Asia Foundation. Complementing his development work with commercial legal acumen, he advises clients on regulatory compliance, foreign investment, and corporate governance at Summit Legal Advisory.

Mr. Suraj has published peer-reviewed book chapters, institutional research reports on cybercrime and media freedom, and widely read commentaries in outlets such as The Kathmandu Post, The Diplomat, and HimalKhabar. He has presented his research at national and international academic conferences and previously served as Editor-in-Chief of the Nepal Journal of Legal Studies. He holds a Bachelor of Laws (B.A. LL.B.) from Tribhuvan University.
